Louis Martin, président de la 11e séance, fait connaître le thème de la séance et présente le panel: Neil Morrison, anciennement superviseur des tables rondes et des affaires publiques à la CBC, Marc Raboy, Université Laval et Marc Thibault et Arthur Siegel, commentateurs. Neil Morrison speaks on "News Broadcasting and the Development of the Canadian Identity, 1935-1963". He reflects positively on the topic of the session as he enlarges on the concept of a two-culture nation with Quebec as protector of French in Canada and preserver of French-Canadian traditions. He refers to the differing attitudes of Toronto and Montreal respecting the role of broadcasting, authority and social values; differences that eventually were ironed out by both centres, each in its own way. In ending, he agrees that through the years, the CBC promoted and enhanced Canadian consciousness and a sense of identity in both cultures. Marc Raboy nous parle des débats des années 60 autour de la politique de radiodiffusion au sujet des directives du gouvernement pour promouvoir l'unité nationale. Il mentionne les mesures adoptées par Ottawa en 1964, et les problèmes qui surgirent avant et après le vote de la loi sur la radiodiffusion en 1968 engageant les deux chaînes de Radio-Canada à contribuer au développement de l'unité nationale et à exprimer la réalité canadienne. L'orateur raconte les effets que l'adoption de la loi a eu sur le traitement de l'information à Radio-Canada pendant plusieurs années, les efforts des hommes politiques pour s'assurer que les services de radiodiffusion remplissent le mandat préconisé par la loi. De dire Raboy, les directives subirent quelques modifications par la suite qui ont inspiré de nombreuses interprétations et commentaires oraux et écrits.~Marc Thibault, anciennement directeur du service des nouvelles et des affaires publiques à Radio-Canada, aborde la question du rôle des médias dans la création de l'identité nationale et qualifie d'utopie le projet d'un téléjournal uniquement pour les Canadiens-français. Il s'arrête sur le terme "Canadien-français" et son évolution depuis la Confédération. Il discute de l'essort du nationalisme dans les années 50 grâce à la faculté d'histoire de l'Université de Montréal, de la nouvelle intelligentsia et d'autres changements dans la société québécoise. The second commentator, Arthur Siegel, recapitulates some of the ideas and nuances of the other speakers. He refers to the "glue" that binds the country together: coast to coast communication which he likens to a cultural highway. He then enlarges on the concept.
