Fonds consists of textual records, 1906-1985, in the following series: World War II files, and Department of Veteran Affairs files; United Nations Truce Supervisory Organization/United Nations Emergency Force; disarmament adviser files; miscellaneous files; writings; diaries, and personal records; newspaper clippings.

The fonds also contains photographs of the military and diplomatic career of Major-General E.L.M. Burns in the Canadian Army during World Wars I and II, with the United Nations on peacekeeping missions and disarmament missions; illustrations used in his book General Mud; a portrait of E.L.M. Burns; and E.L.M. Burns with diplomats at the United Nations.

Fonds also contains maps and a drawing. 18 maps, 1943-1951, pertain primarily to World War II, and include some produced by the War Office (G.S.G.S. 4229, Italy 1:50,000; G.S.G.S. 4646 Africa 1:1,000.000). A drawing, 1945, is a portrait of General E.L.M. Burns, by Bob Bou... (illegible signature).

Burns, E. L. M. (Eedson Louis Millard), 1897-1985 : Eedson Louis Millard Burns, military officer, public servant, was born at Westmount, Quebec. He attended public school in St. Thomas, Lower Canada College in Montreal and Royal Canadian Military College in Kingston. Commissioned a Lieutenant in the Royal Canadian Engineers in June 1915, Burns served in France and Belgium from 1916 to 1918. In the regular army between the two World Wars he held various staff positions, helped to develop aerial survey methods and attended a number of military courses in England and India. During the Second World War he became a Lieutenant-General and commanded the First Canadian Corps from March to November 1944 during part of its Italian campaign.

After the war he was successively Director-General of Rehabilitation 1945-46, Assistant Deputy Minister (1946-50) and Deputy Minister 1950-54 in the Department of Veterans Affairs. From 1954 to 1956 he was Chief of Staff, United Nations Truce Supervisory Organization in the Middle East and from November 1956 to December 1959 he was Commander, United Nations Emergency Force in that theatre. In 1960, he was appointed Adviser on disarmament to the Canadian Government and led the Canadian Delegation to the Ten Nation Disarmament Conference, 1960, and the Eighteen Nation Disarmament Conference, 1962. He retired from the Department of External Affairs in December 1968.

From 1972 until 1975, he was professor of strategic studies at Carleton University. Throughout his career he wrote extensively on military matters and authored several books.

General note:

The Woods Report was transferred in 1971 from the Department of Veterans Affairs. The main collection was received in 1973. Volumes 13 and 14 were received in 1982 from Gen. E.L.M. Burns, through the Department of External Affairs.
