Carleton, Guy, Sir, 1724-1808 : Sir Guy Carleton (1724-1808) was quarter-master general under James Wolfe, 1759. In 1766 he was appointed Lieutenant-Governor of Quebec and in 1768, succeeded James Murray as governor. Until his resignation in 1778 he worked to reconcile the French and establish representative government. In 1782-83 he became Commander-in-Chief of British forces in North America and oversaw the evacuation of colonial positions lost to the American rebels. During his second term as governor, 1786-96, he brought the Constitutional Act of 1791 into being.

Carleton was required, by an order in council of 28 August 1767, to report on the state of the laws and administration of justice in the Province of Quebec. By Carleton's order, the Attorney General of the Province, Francis Maseres (1731-1824), prepared a draft of the report, which went to Carleton on 27 February 1769. Carleton, however, did not agree with Maseres' report and, with the Chief Justice of Quebec, William Hey (1733-1797), wrote a second one, 15 September 1769. This second report, with Carleton's covering letter, 18 September 1769, was sent to England to the Secretary of State for the Colonies, Lord Hillsborough, in the care of Carleton's personal assistant, Maurice Morgan.
