The series consists of printed and notated documents used at the Imperial Conferences of 1907-1911; historical data, articles, memoranda, charts and table used by Brodeur to prepare for the conferences and for his speech introducing the Naval Bill; and fifteen notated versions of the Naval Bill.

Also included, correspondence between Brodeur and G.J. Desbarats, the Deputy Minister of Naval Services, recording the origins of the Canadian Naval College at Halifax and the initial purchase of ships and stores for the Navy. Correspondence between Brodeur, Rear Admiral C.E. Kingsmill, Graham Greene, Sir Alan B. Aylesworth, R.C. Smith, Lord Grey and Desbarats contains, with the 1911 Imperial Conference material, information on the negotiations regarding the question of flags and jurisdiction in the Canadian Navy. Also included is a report by E.L. Newcombe, the Deputy Minister of Justice, on the latter questions.
