Fonds consists of material relating to W. Russell Brown, pioneer Canadian philatelist, including correspondence relating to the proposed Royal William commemorative postage stamp; a private-issue first day cover; official Canadian first day cover; official Canadian first airmail flight covers; George VI coronation commemorative cover; miscellaneous covers and philatelic newspaper articles; a Hill studio portrait of W. Russell Brown and R.G. Widdicombe, delegates to the Dominion Philatelic Association Convention (5th, 2-3 July 1900, St. Catherines, Ont.). The materials related to the Royal William issue are letters from the Hon. R.J. Manion, Minister of Railways and Canals, April and May 1933; Brown's private first day cover, postmarked Pictou, Nova Scotia, 17 August 1933. First flight covers are Sioux Lookout to Jackson-Manion Mine, 10 December 1934; Sioux Lookout to Red Lake, 10 December 1934; Winnipeg to Bissett, 11 December 1934; Winnipeg to Norway House, 14 January 1935; Kenora to Mackenzie Island, 11 December 1934. Fonds also contains a postcard from postage stamp dealer Mrs. A.H. Hall, N. Cambridge, Mass., U.S.A., to W.R. Brown bearing circle square postmark, Port Arthur, 24 January 1898.

Brown, Russell, 1881-1995 : W. Russell Brown, businessman, politician, local historian, philatelist, was born in Collingwood, Ontario in 1881, and moved with his family to Lakehead, Ontario in 1883. He acquired an early interest in ships and shipping through family connections to the shipping industry. He attended college, then returned to Lakehead to manage a wholesale meat firm, rising to the position of general manager, before leaving to start his own retail meat business in 1908. His business expanded to four stores from 1908 to 1914, when he was hired as the Indian agent for Port Arthur, by the federal government, holding this position until 1923, and continuing afterwards to take an interest in the welfare of the local native population. In 1923, he started a car dealership, which he sold in 1934. He entered municipal politics in 1938, as an alderman, remaining in local government until 1952. From 1944 until 1949 he was special officer and inspector aboard a cruise ship. Other activities included holding lay offices in his United Church parish, active membership in the Progressive Conservative Party, and over 60 years of membership in the Kiwanis Club, 25 of these as honourary member. He was Port Arthur's first Honourary Citizen in 1967, and when the Lakehead area was amalgamated in 1970, he became Thunder Bay's first Honourary Citizen.

Brown was a pioneer philatelist in Canada. His work in philatelic organizations included holding the positions of Vice President of the League of Canadian Philatelists from 1899 to 1901, and Exchange Superintendent of the Dominion Philatelic Association from 1900 to 1901.
