This series consists of records created and/or maintained by the National Capital Commission (NCC) between September 30, 1982 and June 29, 1984 when Roméo Leblanc was Minister of Public Works and Minister responsible for the National Capital Commission. The records concern the administration of federally-owned lands and buildings in Canada's National Capital Region, including Ottawa, Ontario and Gatineau, Quebec and promotion of Ottawa and the surrounding region as the nation's capital. The records contain topics of national interest including diplomatic missions, official visits and events, ceremonies, festivals and celebrations, the management of official residences, restorations at Parliament Hill and the development of major streetscapes. Several files contain information regarding the planning and construction of the National Gallery of Canada and the National Museum of Man (now, the Canadian Museum of Civilization). Also of note is information regarding the planning of the first sound and light show on Parliament Hill. Several files illustrate the role of NCC with promotion of tourism in the National Capital region.

Many files contain promotional materials such as brochures and booklets providing information to visitors regarding recreational activities, exhibits and entertainments, accessibility and services. Several files are concerned with the use of lands and facilities in the National Capital Region, including management of the Greenbelt and Gatineau Park, right-of-way on commission lands, expropriations, land development and sales as well as leases of Crown property. The files also contain information regarding transportation planning in the National Capital Region such as the development of interprovincial transit, arrangement of ceremonial routes and control of traffic. Most of the records consist of correspondence and memoranda. Other materials include minutes, agendas, reports, financial information, speeches, maps, plans, drawings, photographs, protest literature, news releases and press clippings.
