The series documents the activities of Paul Edgar Martin as Canada's Minister of Finance from November 4, 1993, to June 2, 2002. Paul Martin's tenure as the Minister of Finance was marked predominantly by the objective of improving the state of public finances, of which the 1995 budget was the touchstone and which had a significant impact on public finances in the form of major cuts to government spending, to fund transfers to the provinces, and to the reform of unemployment insurance and old age security. Paul Martin's tenure was also marked by important initiatives in the area of international relations, notably the creation of the G-20, a group of Finance ministers and central bank governors of the main industrialized and developing countries.

The series contains a complete set of speeches delivered across Canada throughout his tenure, ministerial correspondence produced in the years 1993-1997 and 2002 (including abundant correspondence with parliamentarians and citizens about his controversial departure from the Department of Finance), budget briefing papers, House debates, the international summits in which he took part, presentations to Cabinet and meetings with Prime Minister Jean Chrétien. It also contains thematic files, such as those kept Terrie O'Leary, executive assistant to the minister from 1993 to 1998, Ruth Thorkelson, special advisor (1994-1998) and then executive assistant to the minister (1998-2001), by Mark Watton, Martin's advisor on issues concerning the Atlantic Provinces, Melanie Gruer, the Minister's press secretary in 2001-2002, and Tim Murphy, his executive assistant in 2001-2002.

The series includes correspondence, speeches, briefing books, memoranda and photographs.
