Fonds includes textual records related to Rayner's career as a Naval Officer including correspondence, press notes and letters to the editor collected by Rayner concerning the issue of force unification; speeches and addresses made by Rayner and others on issues of war and defence as well as programmes for ceremonies of ships' commissionings; naval reviews in honour of significant events; the standing orders of the captains of various ships; certificates appointing Vice-Admiral Rayner to honorary orders; citations issued to Rayner; a collection of printed material in which Rayner is either noted or which he has annotated; biographical and career information including resumes, journals and records of his commissions and appointments; and two hand-written journals maintained by Rayner while training as a midstripman aboard RN warships. The documents were created in Ottawa, Ontario.

Fonds contains photographs depicting events and individuals associated with the career of Herbert S. Rayner as an officer in the Royal Canadian Navy 1935-1964, particularly during the following appointments: Secretary of the Chiefs of Staff Committee, National Defence Headquarters, 1951-1953; Chief of Naval Personnel, 1955-1957; Flag Officer Pacific Coast, 1957-1960; Chief of the Naval Staff, 1960-1964. Photographic material also depicts personnel and activities of the Canadian Services College; Royal Roads, B.C., during the period 1948-1949 when Captain H.S. Rayner was Commandant; operations; personnel of H.M.C.S. Magnificent during the period (1953-1954) when Commodore H.S. Rayner was Commanding Officer.

Also included in the fonds are editorial cartoons by Sid Barron for the "Victoria Times", 1959-1960, concerning naval activities.

Rayner, Herbert S., 1911-1982 : Herbert S. Rayner was born at Clinton, Ontario, in 1911 and entered the Royal Canadian Navy as a cadet in 1928. He commanded the destroyers HMCS St. Laurent, 1940-42, and HMCS Huron, 1943-44, and also held several staff positions. For his service during the war, he was awarded the DSC (1941) and Bar (1944), and was twice "Mentioned in Despatches".

Following the war, he was progressively given more responsible senior staff and command positions. He served as Officer Commanding the RCN Air Section at Dartmouth, N.S., 1947-48 and Commandant of the Canadian Services College at Royal Roads, B.C., 1948-49. He also commanded the aircraft carrier HMCS Magnificent from 1953-1955. Promoted Rear-Admiral in 1955, he served as Chief of Naval Personnel, 1955-57, and Flag Officer, Pacific Coast, 1957-60. As a Vice-Admiral, Rayner served as Chief of the Naval Staff, 1960-64, with full responsibility for the Royal Canadian Navy. He retired in 1964.

General note:

Acquired in 1989 and 1990 from Mrs. B.B.G. Rayner of Ottawa, Ontario. Thereafter, several hundred photographs documenting the life and career of Admiral Rayner were transferred to the Documentary Art and Photography Division.
