He was the eldest child of a Scottish Presbyterian minister, the Reverend William Bell (1780-1857), and his wife Mary (née Black). He emigrated to Upper Canada with his parents in 1817, when the Associate Presbytery of Edinburgh sent his father to Perth, Lanark County, as a pioneer missionary. He returned to Scotland in 1823 to study arts and theology at Glasgow University and Divinity Hall. The United (Presbyterian) Synod of Upper Canada ordained him, 15 July 1828, to the pastoral charge of Streetsville, Peel County, where he began his ministry. In 1834 he joined the synod in connection with the Church of Scotland, which he later served as Clerk until his death.
He held the charge of Dundas and Ancaster, Wentworth County, from 1848 to 1852, when he moved to L'Orignal and Plantagenet, Prescott County. He died in harness, 2 October 1856, and was survived by his second wife Elizabeth (née Notman), four sons and two daughters.
