The files were created in the office of the Minister of Transport and are arranged in a block file system, according to subject. The major subject areas are divided between topics relating to the air, marine, and railway transportation. A lesser portion relates to the St. Lawrence Seaway (vols. 9 - 13), for which complementary material exists in the Lionel Chevrier fonds in the series "Voie maritime du Saint-Laurent". Volumes 87 - 92 contain documents relating to contemporary transport legislation, and, miscellaneous correspondence is found in two locations. (See volumes 92 - 98 and 120 - 121.) Other subject divisions include correspondence relating to other government departments (vols. 1 - 9), legislation (vols. 87 - 92), and employment relating to the Department of Transport (vols. 98 - 118). Subject areas that date only from Marler's term in office include incoming publications (vols. 78 - 80), tenders filed by province (vols. 80 - 82), and correspondence with other cabinet ministers (vols. 118 - 120).
Volumes 122-170 contain seven separate sets of index cards related to records of the Minister of Transport from 1949 to 1957, apparently used concurrently. Each set consists of index cards organized alphabetically by name of correspondent and, in addition, includes some cross-references by name of organization or by subject. The date and purpose of each incoming and outgoing piece of correspondence is recorded on a correspondent's card. For some entries a reference to a file number is also given or, in some cases, a reference to "DMOF" or "Mr. Collins". Mr. Frank T. Collins served as executive assistant to the minister throughout this period. Lionel Chevrier served as Minister of Transport from November 15, 1948 to June 30, 1954, and George Carlyle Marler served from July 1, 1954 to June 20, 1957. The indexing system used during Chevrier's service appears to have been used, largely unchanged, during Marler's time.
The fonds also consists of a series covering Marler's philatelic activities, in particular his research, photographs, writing and correspondence related to his major works on the King Edward VII and King Georve V "Admiral" postage stamp issues as well as Marler's King Edward VII philatelic albums. These records are found in Volumes 1-3 and 171-172 as well as accession level boxes 162, 1059 and 4056-4060.Provenance:Biography/Administrative history:Marler, George C., 1901-1982 : The Hon. George Carlyle Marler, notary public, cabinet minister, was born on 14 September 1901, in Montreal, and was a life-long resident of that city. Following completion of an undergraduate degree at McGill University and admission as a notary public in 1923, he practised in the family firm of William de Montmollin Marler and H.M. Marler.
Marler first ran for public office at a by-election of the Legislative Assembly of Quebec and was elected on 23 March 1942. Subsequently, he was re-elected to the riding of Westmount-St-Georges in 1944, 1948, and 1952, resigning this office on 8 November 1952. Prior to his election to the Assembly, Marler had been appointed on 1 July 1954 to the Privy Council as Minister of Transport. He held this post until his electoral defeat on 21 June 1954. From 1948-1953, Marler also held the positions of Liberal House Leader and Leader of the Opposition.
As with his entry to provincial politics, Marler was elected to the House of Commons at a by-election, on 8 November 1957. His riding was St-Antoine-Westmount. While he was re-elected in 1957, he met with defeat in the Progressive Conservative landslide of 1958.
In 1960, following his career in federal politics, Marler was appointed to the Legislative Council of Quebec, where he was Government Leader and Minister without Portfolio until October 1965.
Marler was well known in stamp collecting; he was noted for his research and writing on the George V Admiral and Edward VII Canadian stamp issues and to a lesser extent the Historical Issue of 1928. Of these issues, it was the Admirals that were his love. Both his first and last philatelic books were dedicated to the Admirals. He also contributed many well researched articles to the Canadian Philatelist, BNA Topics, the American Philatelist, Maple Leaves, the Collectors Club Philatelist, Philatelia, the Essay Proof Journal and the Postal History Society of Canada Journal. In 1975, The National Postal Museum published his book entitled The Edward VII Issues of Canada and it has received many awards world-wide for its excellence.
Mr. Marler was a long-time member and former Director of the Royal Philatelic Society of Canada (RPSC); he was honoured by being named Fellow of the RPSC. He was also named Fellow of the Royal Philatelic Society of London and Fellow of the Canadian Philatelic Society of Great Britain. The Canadian Stamp Advisory Committee of the Post Office Department was privileged to have him serve as a member for a number of years.Additional information:General note:Received in 1991 from Mr. George Price, Ottawa, Ont.Received in 1978 from the Hon.
