He attended York University and subsequently became a businessman in Ajax, Ontario. He served as a councillor in Ajax, 1980-1988, and was elected to Parliament in 1988 for Ontario riding as a Progressive Conservative. In parliament, he chaired the Ontario PC Caucus in 1990, and chaired several committees, including the Committee on the Drug Patent Act.
