The accession consists of records which document the activities of the OCG as a separate Secretariat in establishing policy, maintaining standards and reviewing departmental practices in regard to financial control, management accounting and reporting, financial management information systems, program evaluation, internal audit and comprehensive audit techniques. Also documented in this accession is the administration of the freeze on discretionary expenditure circa 1986, and revised estimates and public accounts procedures. Files from block 8057 in the series comprise detailed program by program evaluations which, in conjunction with other accessions, will eventually provide a comprehensive analytical portrait of federal government programs circa 1980-1990, just before the massive program review innovations that began in 1993. Records documenting the Comptroller General functions of the Treasury Board Secretariat after 1993 appear in other series.
This is a note to explain why this accession warrants fast track processing to permanent. OFRC selected the archival records from the original accession and shipped these to GARD. However, for some reason they did not repack the segregated files and left many boxes half empty or even with a single record in the box. PCS did not pick this up and registered the accession. We are thus preserving several meters of dead space. The actual accession is actually quite a bit smaller than the original extent estimates which simply measure the box extent. In addition, the selection of the archival records was slightly flawed and several complete boxes of non-archival records were inadvertently included in the GARD accession. These files represent just over 10 per cent of the accession but are all located in only a few boxes. The interim finding aid is annotated to permit a simple and effecient means to separate out the non-archival files when the accession is processed to permanent.
