Educated at Mount Allison Commercial College, he enlisted as a Private in the Canadian Army at Halifax, Nova Scotia in 1942 and served in Europe until 1946, during which he participated in the D-Day landing at Normandy. He retired from active service with the rank of Captain in 1946.
Marshall resettled in Corner Brook, Newfoundland upon his return to Canada. He was first elected to the House of Commons in 1968 representing Humber-St. George's-St. Barbe, Newfoundland. A member of the Progressive Conservative Party, he was re-elected in 1972 and in 1974.
Appointed to the Senate in 1978, Marshall chaired the Senate Sub-Committee on Veterans Affairs and introduced bills related to veterans' welfare. He retired from the Senate in November, 1994.
