Sub-series primarily consists of central registry files maintained by the Privy Council Office prior to 1953, and covers a wide range of topics. Many of the records in this series relate to Canada's participation in the war effort, liaison with the allied powers, post-war reconstruction, the development of social policies and the international diplomacy of peacetime.

The filing system of the central registry was originally designed as an alphabetical system based on the initial letter of the subject title (files relating to Cabinet were filed under C). Numeric file blocks were assigned according to specific subject areas within the alphabetical designation (file block C-20 Cabinet, C-23 Committees, C-30 Chiefs of Staff). Secondary numeric file blocks were then assigned to specific aspects of the principal subject (C-20-2 Cabinet Conclusions, C-20-5 Cabinet Documents).

In response to the increasingly heavy workload brought on by the outbreak of the Second World War the Privy Council Office was forced to adapt and expand this alpha-numeric filing and registry system. The increased expansion of the filing system forced the use of additional secondary alpha listings as well as secondary numeric listings, hence many numbers include the use of two letters and two numbers as well as bracketed letters or numbers (e.g. P-100-10-d(a)).

The sub-series also includes two files with post-1953 material ("Speeches" 1947-1957, and "Cabinet conclusion correspondence" 1945-1974), included in this sub-series because they were transferred at the same time as other files in this sub-series.
