In 1978 the independent Office of the Comptroller General (OCG) was established to promote and enforce sound financial management practices throughout the federal government. The Comptroller General has the status of a deputy minister. His office is outside the Treasury Board Secretariat but he reports to the President of the Treasury Board. Together the OCG and the Program Branch of TBS act as the chief central agency to enforce financial accountability throughout the federal government.
The records in this accession document the activities of this Secretariat in establishing policy, maintaining standards and reviewing departmental practices in regard to financial control, management accounting and reporting, financial management systems, program evaluation, internal audit and comprehensive audit techniques. They also document the responsibility of the OCG for the official response to the annual Report of the Auditor General and human resources management activities directed at developing the very specialized skills required for modern comprehensive audit techniques.
