These records were created or collected by the Secretariat of Constitutional Conferences, the Privy Council Office (PCO). The material was intended to support the efforts of the federal government, chiefly at this time in the Constitutional Review Section, PCO, the provinces, and the Continuing Committee of Officials (CCO) charged with ongoing discussions (1968-1971) concerning the patriation and amendment of the constitution.

The accession especially includes the proposals, deliberations, recommendations and the conclusions of those involved in the constitutional review process. It includes, for example, proceedings of the constitutional conferences and working sessions, as well as summary records of ministerial committees, the CCO, and sub-committees. Supporting documention/publications were also filed.
