New Horizons, a project program for senior citizens, was introduced in September 1972 and confirmed as a continuing program in December 1974. It has three main objectives: to encourage retired persons to participate in community life; to offer retired persons an opportunity to put their experience and knowledge to work for their benefit and for the benefitt of others; and to build friendships and encourage mutual aid amongst retired people. In order to qualify for funding, a group applying for New Horizons monies must consist of at least 10 persons, 70 percent of whom must be 60 years old or older. Ten people must agree to act as directors for the project. Contributions are generally made to the group over an eighteen month period, after which the group is expected to keep its activities going through its own efforts (i.e. fund raising, fees, dues, donations, etc). Over the program's twenty-year history, there have been approximately 38,000 projects funded, covering a wide variety of project types, such as historical research, sports and fitness activities, education, performing arts and entertainment, and arts and crafts. Under its policies, New Horizons cannot fund any requests for capital construction (i.e. the erection of a new building), purchasing of buses or automobiles, or salaries to participants or directors. However, it can, in some cases, cover the salary of a technical consultant or teacher whose skills mights be needed for the activity.
