An inquiry into allegations against Michael Schelew, Deputy Chair, Convention Refugee Determination Division, Immigration and Refugee Board, was held pursuant to section 63.1 of the Immigration Act and Subsection 56(1) of the Judges Act on the recommendation of the Minister of Justice. The inquiry was formally established under the authority of P.C. 1950, dated 24 November 1994.
The allegations against Schelew were made in correspondence from the Chairman of the Immigration and Refugee Board to the Minister of Citizenship and Immigration in October and November 1994. The chairman of the inquiry was James E. Hugessen of the Federal Court. At the opening session, 24 November 1994, it was determined that Michael Schelew had resigned as Deputy Chairperson and member of the Immigration and Regugee Board. As a result, the inquiry was terminated because no disciplinary measures could be taken against a person who was no longer a member of the Board.
The records consist of correspondence, memoranda, exhibits and reports.
