The Health Services and Promotions Branch was established in July 1978. Through various Directorates within the Branch, it seeks to encourage Canadians to adopt a healthier lifestyle and attempts to provide leadership and coordination in assisting provinces and territories to upgrade and to maintain their health services at national standards. But beyond this, the Branch supports health research and related scientific activities in non-departmental settings like universities and hospitals, monitors provincial health insurance plans, examines health manpower requirements, coordinates federal and provincial working groups on community health cases as well as many other activities.

The records in this accession consist predominantly of signed confidential appraisals assessing the suitability of applications to conduct research under the National Health Grants Program, and making recommendations as to whether the application should be funded. Also included are subject files relating to the grants program, and several applications for research under the Mental Retardation Grants Program.
