Accession consists of records created and/or maintained by the ANS Commercialization Implementation team (routing code AAC) at Transport Canada headquarters. The records in this accession broadly fall into two categories, reflecting the stages of AAC's work. In the first stage, AAC studied and briefed management on various alternatives for the commercialization of the Air Navigation System (ANS). The records in this accession that document these activities include: minutes of meetings and reports on consultations with various stakeholders, such as pilot associations, the airline industry, and ANS employees; environmental assessments of ANS infrastructure; financial reports produced by consultants contracted by Transport Canada; policy papers; and briefing notes to senior management. In the latter stage, AAC was mandated to implement the terms of the transfer of ANS assets to NAV CANADA set out in the Civil Air Navigation Services Commercialization Act. Records in this accession thus also include meeting minutes, briefing notes, and internal correspondences that document discussions relating to the development of action plans for transferring physical and communications infrastructure without breaks in service, the development of communications plans, and potential reorganizations of Transport Canada after the completion of the transfer.
