Textual records (Électronique) Finding aid 12-469 is an unverified file list indicating box numbers, file prefixes, office of primary interest, file numbers, titles, and outside dates. The title reflects the way that Transport Canada has historically organized and named its files. Titles begin at the Subject-level identifying the general subject, and then become more specific with each subsequent level in order to give a full description of the contents of a file. Accession consists of records created and/or maintained by the ANS Negotiations team (routing code AFN). This accession documents AFN's role in negotiating the governance, financial, and regulatory structures of NAV CANADA, the private non-profit corporation created to purchase and operate Canada's civil Air Navigation System (ANS). It includes correspondence between AFN and various stakeholders to the negotiations such as industry and union representatives, federal government departments, and international governments or organizations. It also includes meeting minutes, financial reports produced by AFN or by third parties contracted by Transport Canada, and internal discussions related to the development of the terms of the ANS commercialization.

Many of records in this accession document efforts to inventory and determine the monetary value of ANS assets leading up to the transfer. These records include environmental assessments of ANS infrastructure, accounting statements detailing the extent and financial value of the infrastructure, and subsequent negotiations of contracts relating to the transfer of equipment and property. They also include budget documents for ongoing capital projects, such as renovations to airport control towers, and preliminary planning and negotiation of the continuation of these projects by NAV CANADA.

Finally, this accession includes records documenting AFN's support in the drafting of the corporate by-laws of NAV CANADA, as well as various contracts and agreements between Transport Canada, NAV CANADA, and other relevant parties
