The fonds consists of records of Joan Fraser's career in journalism and public life, primarily from her work as a senator and as editor-in-chief of The Gazette. It includes correspondence and other records relating to the management and editorial direction of The Gazette and its relationship with Hollinger and Southam newspapers, and records of her work with senate committees and leadership role of the Liberals in the Senate. There are also some records relating to the Canadian Unity Council (CUC) and her work as Director-General of the Centre for Research and Information on Canada (CRIC).

Fraser, Joan, 1944- : Joan Fraser was a journalist, newspaper editor, and senator. She was born 12 October 1944 in Halifax, Nova Scotia, and graduated from McGill University in 1965 with a BA in Modern Languages. She was a journalist with The Gazette, 1965-1967; a news editor and Quebec bureau chief with the Financial Times, 1967-1978; editorial page editor with The Gazette, 1978-1993; and editor-in-chief of The Gazette, 1993-1996. She left The Gazette in 1996 and became Director-General of the Centre for Research and Information on Canada, a division of the Canadian Unity Council, in 1997.

Prime Minister Jean Chretien appointed her to the Senate of Canada on 17 September 1998. She chaired the Liberal Party caucus in the Senate from 1999 to 2002; was Deputy Leader of the Opposition in the Senate from February 2006 to January 2007, and again from October 2013 to November 2015; and Deputy Leader of the Senate Liberals from December 2015 to June 2016. She also chaired the Senate Committee on Transport and Communications; the Senate Committee on Legal and Constitutional Affairs; the Senate Committee on Rules, Procedures and the Rights of Parliament; and the Special Senate Committee on the Clarity Bill, 2000. In addition, at various times, she was a member of the committees on Official Languages and National Finance. Internationally, she chaired the Women's Group of the Inter-Parliamentary Union and served on its executive committee. She retired from the Senate in February 2018.

Joan Fraser received two National Newspaper Awards for editorial writing, 1982 and 1991, and four National Newspaper Award Citations of Merit for editorial writing. In 2019, the Quebec Community Groups Network bestowed upon her the Sheila and Victor Goldbloom Award for Community Service. She was appointed to the Order of Canada in 2020.

She is married to the screenwriter Michel Faure and they have two children.
