Canada. Task Force on Conflict of Interest : The Task Force on Conflict of Interest was established in 1983 to examine and report on the policies and practises that should govern the conduct of Ministers, Parliamentary Secretaries, exempt staff, full-time Governor in Council appointees and public servants during and after their period of public service. The mandate for the Task Force was detailed in a letter of 7 July 1983 from the Prime Minister to Michael Starr and Mitchell Sharp, Co-chairmen. According to the report of the Task Force, it was to report to the Prime Minister having "particular regard to the need to ensure both public confidence in and integrity of the governmental process and the need to attract to government individuals of high calibre from all walks of life."

The co-chairmen appointed J.Patrick Boyer as Executive Director of the Task Force and had a number of employees seconded to it from various government departments. Meetings were held with former Cabinet Ministers, former senior public servants, and a number of officials responsible for administering the guidelines already in existence at that time. Also, the public was invited to submit comments and suggestions on the subject of conflict of interest. The report, entitled Ethical Conduct in the Public Sector: Report of the Task Force on Conflict of Interest, was tabled in Parliament by the Prime Minister in 1984 (tabled in the House of Commons on 28 May 1984, Sessional Paper 322-4/5, 1983-84).
