Collection consists of copies of various studies on graduate education in Canada used by the Commission as background material. Some examples of the types of papers are: "Supply and Demand of Highly Trained manpower in the Social Science 1973-1978" by W. Hettich 1974, "Governments and University Research in Europe", by J.W. Grove in 1975, "the Doctorate Fellowship Program of the Canada Council in Review" by M. Von Zur-Muhlen, 1976 and the Association of Universities and College briefs to the Prime Minister in 1968 and 1973.

Commission of Enquiry on Graduate Studies in the Humanities and the Social Sciences : In January 1974, the Canada Council set up a commission to inquire into the state of graduate studies in the Humanities and Social Sciences. It was headed by Dr. Denis Healy who was assisted by Dr. Blair Neatby and Dr. Léon Dion.

The commission was to inquire into and examine graduate studies, particularly at the doctorate level. It was in particular to examine trends in graduate studies and make assessments of future needs and prospects of various fields of study. These fields of study were to be examined in the light of student expectations, the development of Canadian universities, advanced research and employment opportunities for graduates.

The commission held public meetings across the country and its findings were published by the Social Science Research Council in 1978.
