Items of special interest include letters on grants of emergency relief to the local civilian population, instructions for the monitoring of French and American activities in the Newfoundland and Labrador fisheries, and correspondence on the transfer of parts of the 98th Regiment to Nova Scotia and Europe.Provenance:Additional name(s):Biography/Administrative history:Bowker, John, 1770-1850? : Bowker entered the Royal Navy in 1785 and for the next twenty years served on a number of different ships in the Mediterranean and the West Indies. In 1807, he was raised to the rank of Commander, and in about 1815 was appointed flag-captain to Francis Pickmore, Governor of Newfoundland. From Pickmore's death of February 24, 1818 until the arrival of Sir Charles Hamilton, the new governor, on July 20, 1818, Bowker acted as governor pro tempore. He remained so until his return to England the next year.
