Collection consists of correspondence from and concerning Charlotte Whitton and social welfare in Canada before World War II, correspondence and notes by Parker to, and regarding the Globe and Mail's articles about J.J. Kelso, the Children's Protection Act and the Children's Aid Society, and letter regarding Whitton's biography, 1949-1978; addresses and lectures by Charlotte Whitton on various occasions, transcript, 1950, 1952, 1960; and clippings pertaining to Whitton's election and civic activities as Mayor of Ottawa and Whitton's early career in social welfare, 1950-1975.

Parker, Ethel, d. 1977 : Ethel Parker, a social worker, worked with Charlotte Whitton on various studies and surveys and was both colleague and friend to her. Mrs. Parker was Head Worker of St. Christopher House at the Toronto School of Social Work and later of Welfare in the City of Toronto.
