Cochrane, Morton Ferrar, 1882-1959 : Morton Ferrar Cochrane was a lawyer specializing in marine law. He joined the Dominion Water Power and the Hydrometric Bureaus of the Department of the Interior in 1905. In 1932, he was loaned to the Department of External Affairs to help draft the St. Lawrence Waterway Treaty with the U.S. He also represented Canada in 1925, at the International Power Conference in London. He retired from the public service in 1947.
