John Costigan was born in St.-Nicholas, Lower Canada. He was Register of Deeds, Victoria County , N.B., and a judge of Inferior Court of Common Pleas, N.B. He was a Conservative member of the New Brunswick Legislative Assembly, 1861-1866, and of the House of Commons, 1867-1905, serving as Minister of Inland Revenue, 1882-1892, Secretary of State, 1892-1894, Minister of Marine and Fisheries, 1894-1896. In Parliament he was the chief spokesman for the Irish Roman Catholics and the author of resolutions in favour of Irish Home Rule. He sat in the Senate, 1907-1916.
