Fonds consists of five speeches of James E. Coyne concerning the need for changes in Canada's fiscal policy and the responsibilities of the Governor of the Bank of Canada in relation to the Minister of Finance.

Coyne, James Elliott, 1921- : James Elliott Coyne, public servant and banker, studied at the University of Manitoba, B.A. 1931, and at Oxford University as a Rhodes Scholar, 1931-1934. In 1934 he was called to the Manitoba Bar and entered private practice.

In 1938 he began work at the Research Department, Bank of Canada. He was attached to the Foreign Exchange Control Board of the Bank 1939-1941, was for a brief time in 1941 at the Canadian Embassy, Washington, and served with the Wartime Prices and Trades Board 1942-1943. From 1944-47 Coyne was Securities Advisor, Bank of Canada. He was appointed Deputy Governor in 1950 and Governor in 1955. He resigned in a dispute with the Diefenbaker administration in July 1961.
