Colonial Office 231 is divided into four sections: volume 1 provides a copy of the newspaper The Colonial Herald and Price Edward Island Advertiser, 1838 to 1841; volume 2 houses shipping returns, 1807 to 1809; volume 3 includes "Land Loan Memoranda", 1832-1858; volumes 4 to 54 comprise the Blue Books of Statistics, 1821 to 1871. The entire class is available on microfilm reels B-1544 to B-1554.

The "Land Loan Memoranda" include material relating to quit rents and the escheat question, background notes on the overall land problem, appropriate extracts and copies of various colonial bills and acts touching on land matters, summaries of population and of crop production, suggestions for different approaches and solutions to the land issue, details of an imperial loan for the purchase of land, copies of relevant items from the public accounts and some pertinent newspaper clippings. The Blue Books of Statistics are complete for the period covered.
