The registration and indexing by the Foreign Office Library was very costly and time-consuming and it swiftly fell into arrears. In 1890, after the backlog was cleared, the Library Series of registers and indexes was discontinued.

The indexes are organized alphabetically by the first two letters of the subject or name. The reference given in the indexes refer to volume and page numbers in the corresponding set of registers., The registers record entries in the general order in which the correspondence itself is kept, i.e., in annual series under the headings Foreign (or Embassy or Diplomatic or Political), Consuls, Consular Domestic, Domestic, (i.e., foreign representatives in London) and Domestic Various. Each entry records the despatch number, date and place, sender or addressee, and a description of the subject matter.
