Royal Commission on the Future of the Toronto Waterfront (Canada) : The Royal Commission on the Future of the Toronto Waterfront was established in 1988 (PC 589, 30 March 1988), appointed under Part I of the Inquiries Act. The Commissioner was David Crombie and the Executive Secretary was Ronald Doering. The commission was to inquire into and make recommendations regarding the future of the Toronto Waterfront and to seek the concurrence of affected authorities in such recommendations, in order to ensure that, in the public interest, Federal lands and jurisdiction serve to enhance the physical environmental, legislative and administrative context governing the use, enjoyment and development of the Toronto Waterfront and related lands.

According to the report of the commission, the decision to establish the inquiry was based on the work of the Intergovernmental Waterfront Committee (IWC) which had identified a number of urgent matters in the Toronto area such as the role of the Toronto Harbour Commissioners, the Toronto Island Airport, the management of federal lands on the Toronto waterfront and related subjects. The IWC had been set up in 1986 and was composed of David Peterson, Premier of Ontario; Dennis Flynn, Chairman of the Municipality of Metropolitan Toronto; Art Eggleton, Mayor of Toronto and David Crombie, a federal Cabinet Minister and former Mayor of Toronto, with a particular interest in urban affairs, who became chairman of the Royal Commission which reported in October 1991 (Regeneration: Toronto Waterfront and the Sustainable City: Final Report, Royal Commission on the Future of the Toronto Waterfront, pp. 1-8).

On 6 April 1992, Ruth Grier, the Ontario Minister of the Environment tabled legislation in the Ontario legislature to establish the Waterfront Regeneration Trust, a provincial body which carried on after the federal royal commission had wound up.

Two interim reports and a final report were published by the commission.
