Fonds consists of papers documenting Hebert Balls's public service career, his studies and expertise in public financial administration, his leadership of charitable enterprises, and the humanistic interests of a gentlemanly Manitoban. The fonds reveals not only the variety, but also the essential unity of Balls' concerns. Thus the papers testify to Balls' use of his professional skills in administration and accounting in the non-profit sector, as well as to his support for that sector in his work as Deputy Minister. The papers have been arranged into four series which reflect the principal contents of the documents, but information concerning many subjects can be found across all four series.

The fonds also contains photographs depicting events and individuals associated with the life and career of Balls, [ca. 1940]-1986.

Balls, Herbert, 1910-1992 : Herbert Balls was born in Winnipeg in 1910; he received a B.A. (hons.) from the University of Manitoba in 1931 and did post-graduate work in political science and economics at the Universities of Manitoba and Toronto.

Balls joined the civil service in 1931 as an audit accountant with the Auditor-General. In 1938 he served as a researcher for the Royal Commission on Dominion-Provincial Relations. Balls worked subsequently in the Department of Finance and in 1956-57 he was Special Accounting Advisor to the Province of Saskatchewan. He was a director of the government owned Northern Ontario Pipeline from 1956-1968.

Balls served as Comptroller of the Treasury from 1958-1969 when he became Deputy Minister of Services, a post he held until retirement in 1975. Balls was President of the Civil Service Co-operative Credit Society from 1957-59, President of the United Appeal of Ottawa, 1963-64, chairman of the Community Funds and Councils of Canada, 1965-1969, and an elder and member of the Board of Trustees of Dominion-Chalmers United Church. He published actively in the field of public administration and had an avid interest in history.
