The files contain correspondence, memoranda, reports, minutes, proceedings, briefs, submissions, charters, constitutions, membership and dues records, certification and conciliation records, negotiations papers, records of votes, lists of officers, collective agreements, decisions, determinations, financial records, organizing and strike literature, publicity material, print matter, financial records, notes, and other material. Included are files created by the Canadian Congress of Labour (CCL) Organization Department prior to the 1956 merger, including files on the CCL Public Service Workers Organizing Committee, the Department Store Organizing Committee, the General Organizing Committee, the National Organization of Civic, Utility and Electric Workers, and other CCL affiliates. Most other records pre-dating the 1956 merger pertain to directly chartered local unions originally affiliated to the CCL or the Trades and Labor Congress of Canada.

The Organization Department files concerning provincial federations of labour and municipal labour councils (for which the department became responsible in 1977) are described in the Federations and Councils Files series.Additional name(s):Biography/Administrative history:Canadian Labour Congress. Organization Dept : The Organization Department was established at the CLC's founding in 1956. For much of the CLC's history it was the largest department, with a national director and staff as well as regional directors based in the regional offices of the CLC (Atlantic, Quebec, Ontario, Prairie, and Pacific), where they supervised CLC representatives in the regions. The department was initially responsible for the organization and servicing of directly chartered local unions, including assistance with conciliations, contract negotiations, and arbitrations; the transfer of directly chartered locals to affiliated unions; assisting affiliated unions in organizing campaigns and other organizational matters, including strike action, boycotts, and developing their jurisdictions; preparing organizing manuals, pamphlets, and other aids to organizing work; co-ordinating special organizing committees and campaigns, such as those directed at bank employees and other white-collar office and technical workers; facilitating the formation of new local labour councils, and encouraging local unions to affiliate to labour councils; and the investigation, mediation, and settlement of jurisdictional disputes and raids between CLC affiliates (which could, if necessary, be referred to the CLC Executive Council for resolution). The Organization Department also assisted CLC industry committees and councils, such as the Maritime Committee and the National Council of Broadcast Unions. In collaboration with other CLC departments, staff representatives in the Organization Department would also assist in the regions with CLC programmes in such areas as labour education and political education. The Organization Department assumed responsibility for provincial federations of labour and local labour councils when the Federations and Councils Department was dissolved in 1977, and became officially known as the Organization and Chartered Bodies Department (although the original name remained in general use). In the 1990s, it assumed responsibility for the CLC's labour education activities, and was renamed the Organization and Educational Services Department. Joseph MacKenzie was director from 1956 to 1975. He was followed by Ed Johnston (1975 to ca. 1987) and Len Ruel (appointed ca. 1987).Additional information:Arrangement note:The Organization Department series is, for the most part, further arranged into sub-series according to the principal activities of the department. The microfilm version of these files was acquired by the National Archives separately from the originals. Appendix D of finding aid MSS492 (part 1) provides most of the details of corresponding container and reel numbers in this series (and related sub-series); in addition to Appendix D, note that originals from container 586, folder 15, to container 588, folder 4, correspond with reels H-894 to H-896.
