International Postal Affairs : By 1990 the Legal and Corporate Affairs Department was responsible for the international postal affairs function (See Organization of the Government of Canada, 1990). Before 1962, the International Mails Division was a part of the Administration Branch. Between 1963 and 1968 the Division reported to the Postal Rates and Classification Branch. Both the division and branch were a part of Marketing from 1969 to 1973. In 1973 the name "International Relations Division" was used. From 1974 to 1983 the International Postal Affairs Branch existed as an independent entity in the department. Then, in 1984, responsibility for International Postal Affairs fell under the jurisdiction of the Corporate and Legal Affairs Department and its successors: Corporate Affairs and Audit (1987-1988) and Legal and Corporate Affairs Department (1990-).
The Universal Postal Union (UPU) was established in 1875 with the coming into force of the Universal Postal Convention adopted by the Postal Congress of Berne in 1874. The Universal Postal Convention called for the adoption of uniform postage rates and regulations for international correspondence. The UPU has concluded many international agreements and conventions for the greater speed and efficiency of postal communications.
