Canada. Dept. of National Defence. Unemployment Relief Scheme : The Unemployment Relief Scheme was instituted by an Order in Council of 8 October 1932 (P.C. 2248) to provide employment in public works for some of the single, homeless men who were jobless as a result of the depression. Before its termination, approximately 142,700 men had been employed in projects of the Department of National Defence.

The first works were the construction and development of "a portion of a Trans-Canada Airway" and repairs, renovations and renewals of walls and fortifications at Quebec City and at the Halifax Citadel. Later works included barrack construction, land clearance, forestry operations, repair of historic sites, highway construction, rifle range construction and the development of temporary and permanent military training camps.
