The pre-Confederation records of the Imperial and Colonial Governments were created prior to the establishment of a formal file system. Wherever possible the records were kept and arranged in chronological order as they were received by the various offices. Nonetheless, in some of the pre-Confederation material transferred from the department no pre-archival arrangement was discernable and, therefore, in arranging the records arbitrary decisions had to be made.
