Canada. Parliament. House of Commons. Public Bills Office : The Public Bills Office was established in September 1987, based on recommendations of a special committee on the reform of the House of Commons. It was to act as a secretariat to legislative committees and to provide expertise on legislation to legislative committees, to MP's and the Speaker, through table officers, on all aspects of a bill from its introduction in the House to third reading. The officer is particularly concerned with all committees studying bills (set up after second reading), the Panels of Chairmen (MP's who became chairpersons of committees) and the preparation of the Speaker's rulings for the Report Stage (reconsideration of a bill by those not members of a committee) of all bills.
