Sub-series consists of records related to staffing programs, the central mandated function of the Commission since its substantial legislative reorganization in 1966. Staffing programs represent those activities supporting the central mandated function to sustain a highly competent, non-partisan, professional Public Service appointed on the basis of merit and representative of Canadian Society. The sub-series includes operational registry files, candidate files and posters relating to various program activities. The staffing (resourcing) function is manifest through a variety of organizational units over the years.

Public Service Commission of Canada. Staffing Programs : The Staffing Programs Branch is the largest operational branch of the PSC. It administers the whole scope of staffing activities including recruitment, competitions and tests, selection standards, priority status, affirmative action, employment equity, appointments without competition, acting appointments, and separations under the mandate of the Public Service Employment Act and delegated authority from the Treasury Board Secretariat.

Though the program delivery and underlying program philosophy have changed greatly since 1966, staffing programs (or resourcing as they have come to be labelled since the substantial changes in legislative mandate in 1993) remain the core central activity that gives the Commission a functional continuity stretching back to its inception in 1908. Staffing programs (or resourcing) incorporates all those activities that support delegated and non-delegated staffing, including program development, administration of staffing delegation, establishment of tests and standards of selection (including language and language aptitude tests), administration of staffing priorities, recruitment and promotion including diversity and employment equity initiatives, staffing exchanges and development of the Executive Group, and on behalf of Treasury Board the delivery of employment equity and corporate development programs.
