Series consists of archival and historical records relating to the Tariff Board (Record Group 79) that date from 1933 when the Board began operation. The major portion of these records consist of "reference" investigation files, and appeal files. The files consist of background information such as correspondence, company financial statements, and product brochures. Also included are transcripts of proceedings. In addition, there are some liaison files containing correspondence with other countries, government departments, and associations.

Tariff Board : The Tariff Board was created in 1931 by the Tariff Board Act (21-22 Geo. V c.55), replacing the Department of National Revenue's Board of Customs, but it did not begin operations until 1933. The Board, a Court of Record, was both an independent tribunal and an independent commission of enquiry. The Board's functions were comparable, to a continuing or permanent Royal Commission. Its reports were not judicial interpretations of existing law, but rather policy recommendations.

Under the terms of the Act, the Board had two main functions. The first was to inquire, report and advise on matters relating to tariffs, trade and commerce referred by the Minister of Finance or the Governor-in-Council. The investigation included an examination of the effect that an increase or decrease of the existing rate of duty on a given commodity had industry or trade and the extent to which the consumer was protected from exploitation. The second main function of the Board was to hear and decide appeals. The Board derived additional duties and powers from the Anti-Dumping Act, the Customs Act, and the Excise Act. The Board heard appeals from rulings of the Department of National Revenue (Customs and Excise), in respect of certain matters including excise taxes, tariff classification, value for duty, drawback of customs duties, and determination of dumping.

The Tariff Board consisted of seven members presided over by a Chairman. As an independent body the board had no connection with any department or agency of the Government. The Board's reports on a reference and decisions on appeals were a matter of public record as well as being published. In 1988, the Tariff Board was amalgamated with the Canadian Import Tribunal and the Textile and Clothing Board to form the Canadian International Trade Tribunal (CITT).
