Sub-series consists of two sorts of files, those of the Social and Human Analysis Branch pertaining to the NewStart Program (which follow the departmental file classification system) and those of the NewStart corporations themselves (which did not follow any filing system).

Canada. Regional Economic Expansion. Social and Human Analysis Branch : The Social and Human Analysis Branch offered technical advice on the social assistance components of FRED and ARDA and administered the NewStart program. The branch was a component of the Planning Division. The Canada NewStart Program began under the aegis of the Pilot Projects Branch of the Department of Labour in 1965 as a result of a federal-provincial conference on poverty. The Branch was transferred to the new Department of Regional Economic Expansion (DREE) in 1969, when it was renamed the Social and Human Analysis Branch. NewStart was intended as a short-term experimental program to devise, test and apply programs to motivate and train disadvantaged adults for full-time employment. The means chosen were six autonomous corporations established in Prince Edward Island, Nova Scotia, Saskatchewan, Alberta, New Brunswick, and Manitoba. 590 originals reports and other documents were microfilmed by DREE for general distribution. The originals of that fiche have been transferred to the National Library, which already has a set of the DREE NewStart fiche. Slides from several NewStart corporations (representing maps, vocational training materials, and informal working sessions) and photographs from Manitoba NewStart were transferred to the Documentary Art and Photography Division for preservation.
