Collection consists of 90 unusual and rare stampless postal covers, 1788-1853. These covers on album pages display various postal rates, cross-border, trans-Atlantic, and steamship mails. There are examples of American, British, and Provincial handstamps. Some of the postmarks within this collection such as early town straight lines and ship letters, are seldom seen. Part of this collection consists of military covers. The covers document the postal history of Lower Canada, Upper Canada, Nova Scotia, New Brunswick, Newfoundland, the United States, and Canada. The collection dates from 1788 to 1850. The collection also includes a stampless postal cover carried by steamboat in Canada, 1847; and three stampless trans-Atlantic postal covers, 1833, 1837, 1853.

Staff, Frank, ca. 1907-1994 : Frank Staff born in ca. 1907, died in November 1994 at his home in Bridport, Dorset, England. He was survived by his son Richard and wife. Mr. Staff had joined the British Military in 1939 and was a survivor of Dunkirk. Posted to Quebec as a recruitment officer in 1941, he and Mrs. Staff resided in Farnham, Quebec until 1945 and then for a short time in Ottawa. After the war he returned to Britian and worked in the British Intellegence as a Major. After his military career, he became employed by Cook's Tours. Staff's ability to speak several languages helped him conduct tours of Europe. He also used these travels to expand his philatelic collections. Mr. Staff collected various types of philatelic material, fine printing, old visiting cards, trade cards, decorated note paper, and his specialty, valentines. While stationed in Canada, Frank Staff began studying and collecting Canadian postal history. Active in the philatelic community, he was a foreign corresponding member of Académie de Philatélie, Paris, and published books on philatelic topics. He wrote "Transatlantic Mails" in 1956, "The Penny Post 1680-1918" in 1964, "The Picture Postcard and its Origins" in 1966, and "The Valentine and its Origins" in 1969. Prior to 1974, Mr. Staff donated his Transatlantic Mail collection to the British National Maritime Museum. The Philatelist

Custodial history:

Many of the postal covers in this collection were acquired from the late Senator James Calder, a Canadian philatelist, writer, and postal historian. The rest of the collection was accumulated by Frank Staff when be was posted in Ottawa during World War II., The 90 unusual and rare stampless postal covers, 1788-1853, on album pages (also including the five photographs) were on permanent loan to the National Postal Museum by Mr. Staff with the agreement that upon his death ownership would be transferred to the Museum. The material was transferred from the Postal Museum to the Canadian Postal Archives in 1988. With Mr. Staff's passing in 1994, ownership was transferred to the National Archives of Canada.
