Series consists of records created and/or maintained by the Public Service Commission since 1967. The Public Service Employment Act, the Public Service Staff Relations Act and associated legislation in 1967 effectively recast the older Civil Service Commission conventions of an independent public service based on the merit principle and competitive examinations into a new environment of public sector collective bargaining and Treasury Board leadership in the broad sphere of personnel or human resources policy. At the same time, many functions of the older Commission were absorbed by other bodies, notably the Treasury Board. The series is arranged into the following sub-series: Executive records, Special Committees or Commissions of Inquiry, Competition files, Candidate files, Working files related to DATA STREAM compiled by I.C. Inglis, Management Information Systems, Bicultural Development Program, Administrative and other registry files, Staffing Programs Branch, Personnel Psychology Centre, Executive group or management category programs, Training Programs, Audit Branch, Appeals and Investigations Branch, and registry files from regional offices.
