Bayley, Colin H., 1901-1992 : Colin Bayley was born in Bridgetown, Barbados in 1901 and died in Ottawa in 1992. He moved to Canada in 1920, after he won the Barbados Scholarship in Science which he held at the University of Toronto. In 1924, he graduated in Chemical Engineering and continued research at the university, receiving M.S. Sc. and M.A. degrees. Mr. Bayley became an Engineering Fellow in Organic Chemistry in 1928 and moved to Ottawa in 1930 after accepting a position with the National Research Council. In 1934, he was appointed director of the Laundry and Textile Research Laboratory of the council. Over 90 of his scientific papers have been published and he has received many awards. For research work during World War II, he was awarded the MBE (Member of the Order of the British Empire.)

Colin Bayley began stamp collecting at 8, was a member of the Toronto Stamp Collectors' Club in the 1920's, and contributed to the Ottawa Philatelic Society and the Ottawa RA Stamp Club. He specialized in the stamps of Canada and the British West Indies. He once collected Large and Small Queen's but also studied the postal history of Ottawa Valley towns, Squared Circles & Flag Cancels. Mr. Bayley was the director of the Royal Philatelic Society of Canada from 1964 to 1980 and was elected a fellow of the Society in 1968. He was also a member of the Canadian Philatelic Society of Great Britain and the British North America Philatelic Society. He published many philatelic papers in journals such as BNA Topics, The Canadian Philatelist, and journal of the British Carribbean Study group.
