The fonds consists of microfilmed copies of classes or selections from classes of records of the Cabinet Office of Great Britain. These records may relate directly to Canada or more generally to the Empire/Commonwealth. Included are records pertaining to naval and army defence as well as colonial defence; the Committee of Imperial Defence; records of the Cabinet, War Cabinet or the Imperial War Cabinet of Great Britain. Documented are various conferences including the Paris Peace Conference of 1919, the League of Nations, the Washington Disarmament Conference and various Imperial War Conferences.

Great Britain. Cabinet Office : The Cabinet Office of Great Britain was created in December 1916 as a recording and co-ordinating agency for the Cabinet of Great Britain. With no executive functions, it keeps records of the Cabinet and its Committees, receives, distributes and files papers intended for circulation among members of the Cabinet and provides for communication between the Cabinet and the offices of government.

Before December 1916, there was no method of garnering and preserving official records of decisions of the Cabinet. It met with no formal agenda and no minutes of proceedings. That changed when Lloyd George became Prime Minister and formed his War Cabinet. At its first meeting on 9 December 1916, the War Cabinet decided that effective control of war policy required the creation and preservation of official records.

The War Cabinet directed war policy thus enabling government departments to concentrate on their administrative responsibilities. Nonetheless, departmental ministers could be summoned to discuss items related to their departments; chiefs of staff reported on current naval and military matters. The War Cabinet also created a system of Committees to which it could refer specific issues thus relieving itself of some of the burden of directing war policy and activity.

During the First World War, Canada was among the dominions that were invited to participate in the Imperial War Cabinet which held its first meeting between 20 March and 2 May 1917 and which discussed the conduct of naval and military operations as well as some broader issues of imperial policy connected with the war. The Imperial War Cabinet was also concerned with forthcoming peace negotiations and the question of representation of the Dominions at the Paris Peace Conference. Canada had its own delegates at the plenary session of the Conference and was one of the countries participating as the British Empire delegation, regarded as an extension of the Imperial War Cabinet. There are no restrictions on the consultation of those records which were acquired from the Public Record Office, London, England, and which bear "B" reel numbers. Requests for copies of selected documents for research purposes will be permitted. However, requests for copies of documents for publication or exhibition purposes, must be sent to the Public Record Office. Requests to purchase copies of whole microfilm reels should also be directed to the Public Record Office or the organization responsible for selling them.
