Immigration Guidelines Division : The Immigration Guidelines Division developed, managed, and controlled the documents embodying Immigration's formal policy and procedural guidelines. These guidelines include manuals, circulars, directives, operations memoranda, forms, and other official instructions. The guideline documents were issued to and used by line Immigration staff (and staff of other departments performing immigration functions) as guides to the performance of their duties under the Immigration Act and regulations.
To this end the Division drafted, issued, amended, withdrew, and ensured the secure use and storage of the manuals, instructions, and forms. It also preserved reference collections of superseded guidelines. It provided information to the department, Members of Parliament, and the general public on Immigration legislation and procedures.
The office known in 1988 as the Program Guidelines Division (of the Program Coordination Directorate, Planning and Program Management Branch, Immigration Group) originated in about 1952 as the Immigration Manuals Section of the Immigration Branch, Department of Citizenship and Immigration. Thereafter it underwent a number of minor name-changes and passed under the control of a succession of different "policy and planning" offices within the Department. In approximately 1976 it became the Immigration Directives Division of the Priorities and Program Co-ordination Branch, Immigration and Demographic Policy Group, CEIC. By 1981 it had been renamed the Immigration Guidelines Division. The Division acquired the title Program Guidelines Division of the Program Coordination Directorate, Planning and Program Management Branch, Immigration Group in 1984-1985.
