No construction was undertaken until the charter was acquired by Mackenzie and Mann in 1899. The 267.92 mile line between Rainy River Bridge and Stanley Junction (18 miles from Port Arthur) was completed in February 1902. This line gave the Canadian Northern system access to the lakehead by linking up Port Arthur with the Manitoba properties, via the Manitoba and South Eastern Railway and the Minnesota and Manitoba Railroad. Entry to Port Arthur was over the tracks of the Port Arthur, Duluth and Western Railway Company, which Mackenzie and Mann had obtained for this purpose. The Ontario and Rainy River Railway Company amalgamated with and took the name of the Canadian Northern Railway Company on 4 May 1900.
