Canada. Royal Commission in Racing Inquiry : The Commission to Investigate Into and Report Upon the Conditions Pertaining to the Running of Race Meets and Betting in Connection Therewith in Canada was established under Order in Council P.C. 1646, 23 August 1919, under Part I of the Inquiries Act (R.S.C., 1906, c.104) and on the recommendation of the Prime Minister. The Commission was mandated to inquire into conditions pertaining to running race meets and betting in Canada, including: (a) the number, character and methods of operation of race tracks in each district or locality; (b) the amounts of capital invested in the several jockey clubs and race tracks in each district; (c) the respective periods and seasons during which race meets have been or are customarily held in each year in each locality; (d) the general effects of such race meets and betting upon the community or any particular class or classes of the community; (e) the methods, devices and operations in connection with betting at the race meets and at other places and the extent to which and the methods by which betting is carried on legally or illegally in each locality; and (f) the effects of racing upon the production of improved breeds of horses and thoroughbred stock. The Commissioner was John Gunion Rutherford and the Secretary was Miss B.M. Bayless.

On 1 August 1917 a federal prohibition on betting, pool selling and bookmaking on race tracks came into force. The prohibition was made in order to prevent extravagant and unnecessary spending during World War One and was to last for six months after the war. At the end of the war the government did not repeal the order in council as expected. It chose instead to conduct a public inquiry into horse racing and betting with a view to the possible revision of legislation. (See Order in Council, P.C. 1452, 7 June 1917.)

Hearings of the commission were held in Montreal, Ottawa, Toronto, Windsor, Winnipeg, Regina, Calgary, Vancouver and Victoria from 23 September 1919 to 30 January 1920. More than 70 exhibits were filed with the commission. RG33-55 General Inventory

The commission's report, Sessional Paper No. 67, 1920, was dated 9 March 1920, but not printed in the Sessional Papers. The report was printed as: Royal Commission in Racing Inquiry, Report of J.G. Rutherford, Commissioner, Ottawa, King's Printer, 1920, 96 p. Researchers may view a microfiche copy of this report by consulting finding aid 33-1, Henderson #232.
