Fonds consists of the administrative and operational records of the CLFDB from its creation in 1991 to its abolishment in 1999. Executive and administrative records document the both the internal operation of the Board as well as projects managed by the Board. Specific project and working group files offered more detailed information about the activities of the CLFDB. Photographs consist of portraits of selected members of the CLFDB; these photographs were to be added to the annual report. Canadian Labour Force Development Board : The Canadian Labour Force Development Board (CLFDB) was established in 1991 by the federal government and several labour market partners. It was mandated to function as a national advisory body aimed at developing an equitable, efficient and effective labour force in Canada. The CLFDB included over seventy organizations, representing business, organized labour (through the Canadian Labour Congress), equity groups (women, aboriginal, people with disabilities and members of visible minorities), as well as training and education providers. Between 1991 and 1995, under the guidance of co-chairs J. Laurent Thibault and E. Gerard Docquier, the work of the CLFDB focussed primarily on setting the expenditure plan for the government's Developmental Uses for Unemployment Insurance (UIDU) program. After 1995, reduced funding and policy changes initiated by the Liberal Government resulted in a new operating structure and mandate for the CLFDB. The Board's work focussed on identifying emerging labour market issues and developing suitable training standards to fulfil those needs. The new role highlighted differences between the major groups involved in the CLFDB and in November 1998 the business and labour organizations within the CLFDB reached an impasse over the direction and operations of the Board. As a result the CLFDB was abolished on December 31st 1999.
