Series consists of various reports and studies relating to the Seaway project accumulated by Transport Canada throughout the 1940's and 1950's. The records include engineering reports, specifications, studies, terms of reference and international committee findings and survey reports created by Canadian, American and bi-lateral organizations. Most reports date from the 1940's and 1950's.

The development of the St. Lawrence Seaway to provide a deep navigation channel and hydro-electric power began 1895 when Canada and the United States created the International Waterway Commission to study the feasibility of a deep water navigable waterways from the Great Lakes to the Atlantic. The first conclusive report on the Great Lakes - St. Lawrence waterway was presented to the International Joint Commission in 1921 by the Woodten-Bowden Commission. In the same year, the Ontario Hydro-electric Power Commission also presented the first formal statement on the huge power potential of the International Rapids Section of the St. Lawrence River. Various studies followed and in 1932 the Joint Board of Engineers finished its final report which served as the basis for the St. Lawrence Deep Waterway Treaty which called for the development of both the power and the navigation potential of the river by both countries. The treaty was signed, but was never ratified by the respective governments. Negotiations continued throughout the 1930's and 1940's until Canada decided to proceed with the project unilaterally. Parliament passed legislation creating the St. Lawrence Seaway Authority in 1951 to maintain and operate a deep waterway. The United States passed legislation to participate in the development of the international section in 1954.
